AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the showing of the PVV.

The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
